Jerome Breslin

Jerome Breslin
President and Chief Executive Officer

Jerome Breslin began his insurance career as a regulatory compliance lawyer for Standard Insurance Co. in 1995. Jerome progressed to executive compliance roles with MetLife and AIG, finally moving to Bank of America in 2003. At Bank of America, Jerome was responsible for building an international insurance business that totaled over $800 million in premiums by the end of 2008 and transacted business in eight (8) countries. The Bank of America Insurance Group Holding Company consisted of General Fidelity Insurance Company, General Fidelity Life Insurance Company, Lloyd's Syndicate 2112, Bank of America Reinsurance Corporation and Bank of America Insurance Agency. In July of 2009, Jerome moved his business to AmTrust Financial Services, Inc. taking with him a team of professionals and over $150 million of specialty program business.

Jerome's background and experience are varied raging from insurance regulatory and legal positions to business development, underwriting, and executive leadership and agency management roles. Jerome has spent the bulk of his career building de-novo businesses in an executive leadership capacity.

Peter Klope

Chief Operating Officer

Pete Klope joins Clear Blue from AmTrust North America, where he served as the chief underwriter of the Specialty Risk Division after serving as Director of Operations for Specialty Programs. Pete work as Compliance and Operations Director at Bank of America with Jerome before joining AmTrust in 2009. Prior to joining Bank of America in 2002, Pete worked primarily in the consumer electronics industry, including territory sales manager in the Midwest with Minolta Corporation's photographic division.

At AmTrust, Pete managed a staff of twenty (20) that includes underwriters, actuaries, data analysts, MGA and TPA auditors. AmTrust's Specialty Risk Group grew to $600 million in premium under his direction. He developed and implemented a comprehensive insurance and specialty risk audit program and a rigorous EDI process that includes data mapping, homogenized financial and analytical data, data processing logic and error reports, regular reconciliations, earnings and reserving testing, and monthly data management procedures.

As the Operations and Compliance Senior Vice President of Bank of America Insurance Group, Pete was responsible for and developed systems and processes for Property & Casualty forms and rates filings (auto, general liability, inland marine, credit insurance, fire, allied lines, excess and contractual liability, warranty and extended service contracts), UCAA and licensing, litigation management, contract management, risk management and compliance. Pete achieved Six Sigma Green Belt Certification.

Jeffrey Downey

Jeffrey Downey
Chief Financial Officer

Jeff has over twenty (20) years' experience in financial services in both corporate and investment banking advisory roles. Jeff most recently served as a Principal at TAG Financial Institutions Group, a New York City based Investment Bank which provides capital raising, buy and sell side merger and acquisition advisory, valuations and business plan creation for middle market insurance companies. After working with Jerome for two years on refining the Clear Blue business plan and capital structure, Jeff joined Clear Blue as a founder, Chief Financial Officer, and Corporate Secretary.

Prior to joining TAG, Jeff helped build National Financial Partners from start-up to a $982 million national insurance brokerage and advisory firm, largely through acquisition and joint ventures. He was responsible for acquiring and on-boarding over 60 subsidiaries, working closely with them to establish budgets and move them to the NFP accounting and reporting systems.

Jeff also spent four years in BlackRock's fixed income department on the asset management portfolio desk. He has an MBA from the University of Rochester's William E. Simon School of Business.

Jim Mann

Jim Mann
Chief Risk Officer, Chief Underwriter

Jim Mann most recently served as the Director of Underwriting at Renaissance Re Syndicate. He has over twenty (20) years of experience in actuarial practice, including seven (7) years with a primary insurance company (Royal and Sun Alliance), five (5) years with a top global financial institution (Bank of America) and nine (9) years in the Lloyd's market (Spectrum Syndicate Management, which is now Renaissance Re Syndicate Management).

Jim's background as an underwriter and actuary allowed him to serve as Director of Underwriting for Syndicate 1458 leading both the Underwriting Performance and Actuarial departments. Jim has been responsible for granting underwriting authority, documenting syndicate underwriting and pricing policy, building annual business plans, and designing monitoring protocols to ensure compliance. Jim's experience extends beyond actuarial work as he has successfully led the application of three syndicates to Lloyd's, serving as the managing agent leader for two of them.

Jim has previously been responsible for creating the Syndicate Business Plan, organizing the application for Lloyd's, and assisting with the build-out of the syndicate under Lloyd's "Making it Happen". At the same time, Jim has served as the London Actuarial Lead for the Agricultural Team and provided underwriting assistance to the lead.
